Yes.   The file must be in a comma separated list (CSV).  The format should be:

First Name, Last Name, Email

Example:

If you like, you can put the names into Excel (or any other spreadsheet program)

and "File" -> "Save As" -> "Save As Type: CSV". Normal Excel files should not be uploaded.
